Role Summary

As project lead, I developed the event from the ground up — turning it into a recognized platform for policy dialogue, including discussions of key European mobility frameworks. Key responsibilities included:
  • Led a core team of ~10 people

  • Planned, adjusted, and oversaw the event budget

  • Designed the event concept, selected topics, and shaped session formats

  • Led speaker outreach, focusing on international and European experts

  • Approved and coordinated the choice of venues

  • Developed internal workflows and documentation

  • Managed communications with stakeholders, including strategic partners and high-level officials

  • Established partnerships for long-term collaboration and secured funding for the event

  • Liaised with EU embassies to secure country representation and ensure ambassador-level participation in opening ceremonies

  • Oversaw preparation of handout materials for participants

  • Supervised technical setup

Key Achievements

  • Scaled the event from a 2-day, 2-track format to a 4-day event with 3 parallel session tracks and an expanded side program

  • Grew attendance to 700 participants from all over the world; over 4 years, the Congress welcomed representatives from nearly 50 countries

  • Established the Congress as a one-of-a-kind networking platform for collaboration and dialogue among cycling leaders from across the country

  • Established a travel grant program to enable participation of cycling advocates from Russia and the CIS

  • Secured participation of high-ranking officials — including vice-governors and deputy ministers from three federal ministries; the latest edition opened with a welcome address from the Deputy Prime Minister

  • Hosted a working session of THE PEP Partnership on Cycling as part of the development of the first Pan-European Master Plan for Cycling Promotion

  • Ensured gender-balanced representation in almost 90% of panel sessions

  • Introduced a national award recognizing contributions to the development of urban cycling
